To avoid the problem of people learn an attack over night or pretty much trading off techniques to one another to max out their list. Here is how this room will deal with the learning process of ki based moves.
I've giving a number of days or weeks it will take to learn something. These times are based on a real life day or week. For example, the Kamehameha will take two real life weeks to learn.
Also, after a room plot, or applied for, a person can gain mastery over a set number of tech of their choosing. Mastery serves a few purposes. One being that you need to know mastery of a technique if you wish to teach it to another. The other purpose for mastery is that it will increase your technique speed, power, and will reduce the amount of Ki needed to pull it off.
The Rules:
-First, is to ask Fallen Angel (me) or one of my Mods about the technique wanted.
-Second, you need to find a teacher to teach you the techniques, unless you have some sort of story behind why you are able to learn the technique with out one.
-Third, you will put the ending date of when you will learn your tech somewhere in your tag. Example: You ask for the Kamehameha on December 5th. You would put December 19th in the tag for when you know it.
-Please list ki techs in your tag! This is not an option!

Kaiouken: An attack mastered only by Son Gokuu. It increases his power and speed as well as his senses. It can also be upgraded several times. In the fight against Bejiita, he was able to raise it to Kaiouken 4x. In the fight against Freeza he was able to raise it to Kaiouken 20x. The downside to this attack is that it is unstable and can kill the user if they remain in the state for too long. This attack is obsolete after Gokuu becomes a Super Saiya-jin. Metamorph: Ginyu's ability to switch bodies with whoever he wants. When he is within reasonable distance, and yells as he shoots a beam from his mouth into his opponents. Who can perform it: Capt. Ginyuu (Learning time: 4 Weeks)
Daichi Retsuzan: Furiiza's Earth Cutter. A slashing energy attack. He put his arm across his body, charges the attack from his two fingers, and does a swiping motion with his arm creating a cresent wave. It covers a very long but thin area, and will cut anything. Who can perform it: Furiiza (Learning time: 2 weeks)
Genki Dama: "Life Force Sphere," or "Spirit Bomb." Goku needs lots of time to gather the energy from the living things on the planet around him. The more energy available, the bigger the sphere. This can only be performed in normal mode -- Super Saiya-jin can't create a Genki Dama,but they can use the energy from it if it already exists. It's not so much an energy attack, as it is a matter of throwing a small star at someone. Who can perform it: Son Gokuu (Learning time: 8 weeks)
Shunkan-idou: The teleport ability that Goku learns on Yardrat. But, he can only jump to a place where someone he knows is located (he has to feel that person's energy to teleport to that place.) Who can perform it: Son Gokuu (Learning time: 4 weeks)
Sou Ki Dan: "Energy Bomb." Yamucha's remote-controlled energy ball that it can plung through the ground and not explode. Later, Goku learns to remote-control his Kamehame-ha bolts. Who can perform it: Yamucha (Learning time: 1 week)
Taiyoken: This is a blinding attack used by Tenshinhan during the Tenkaichi-budoukai, and others later on. With the hands spread across the face, the entire body can glow with a very intense light, blinding the opponent. Translates to "Sun Technique." Who can perform it: Tenshinhan (Learning time: 3 days)
"Invisible" Jumping: Goku uses this attack to become "invisible." He jumps back and forth so fast that you cannot see him, then he stops jumping for a surprise attack. Who can perform it: Son Gokuu (Learning time: 1 days)
Kiaiho: An invisible force attack that knocks one's opponent back. It can be shot either from an open palm or from the eyes. Who can perform it: Son Gokuu, Furiiza, Gojiita (Learning time: 3 days)
Kiai: This technique is used simply by yelling really loud; it disperses weaker ki attacks. While Goku used it to stop a fall. Who can perform it: All of DBZ/GT have done this (Learning time: 2 days)
Eye Beam: A quick blast shot from the pupils that is very destructive. Artificial Human 20 used it to destroy most of an island. Who can perform it: Artificial Humans 19 and 20 as well as Pikkoro (Learning time: 3 days, unless your an android)
Akumaito Kousen: An attack used to find the evil in a person's heart, then make the person explode. If there is no evil in the victim's heart, then the attack is useless. Who can perform it: Akuman (Learning time: 2 days)
Amenbono Jyutsu: A ninja technique used to walk on water with special foot pads. Who can perform it: Murasaki (Learning time: none *Not likely to be used if you can fly*)
Ayatsuri no Majyutsu: Babidi's magic skills that allow him to control anyone with evil in their heart. Who can perform it: Babidi (Learning time: 3 days)
Arale Kick: A flying kick Arale chan used to beat up Blue Shogun. Who can perform it: Arale chan (Learning time: none *basic attack*)
Iai Zari: A quick skillfull slice with a katana blade. Who can perform it: Yajirobe (Learning time: none *basic attack*)
Isa o Hasahusa Tobatsu: Not sure what this is. It's a move performed by Freeza only in the anime, not in the manga. Who can perform it: Furiiza (Learning time: 2 weeks)
Ikoukan o Hatsusei: A defensive maneuver that opens a small portal in front of the user which can absorb small energy balls. Who can perform it: Janenba (Learning time: 2 weeks)
Ijigen Koukan: An attack used by Super Buu in the anime only. I'm not sure what it is. Who can perform it: Super Buu (Learning time: 2 weeks)
Wild Boar Attack: An attack performed by Gotenks where he charges the opponent like a wild boar, then head butts the victim. Who can perform it: Gotenkusu (Learning time: none *basic attack*)
Iroke Kougeki "Sexiness Attack": An attack in which the attractive assailant removes most of their clothes in order to stun their opponent. Who can perform it: Ranfaun (Learning time: 2 days and must be taught by Ranfaun)
Irome: An "attack" performed by Buruma where she flaunts her butt at the opponent to try and tempt them into letting her go free. Who can perform it: Buruma (Learning time: 1 day and must be taught by Buruma)
Udebunri Kougeki: An attack performed by Buu where he rips off his arm and uses it as an aerial weapon. Who can perform it: Little Buu (Learning time: Unknown *I don't think ppl would use this*)
Usana: Magical powers which Uranai Baba uses to see the future in her crystal ball. Who can perform it: Uranai Baba (Learning time: unknown *I don't think ppl would use this*)
Ultra Missile Punch: One of Gotenkusu's goofy and mostly useless attacks. Who can perform it: Gotenkusu (Learning time: none *basic attack*)
Ekishyou Ka: A very gruesome attack used by Majin Buu where he liquifies and shoots himself down an opponent's throat. He then expands his body inside the victim causing them to explode messily. Who can perform it: Super Buu (Learning time: Unkonwn *I don't think ppl would use this*)
S.S. Deadly Bomb: A semi-large energy ball strong enough to destroy the Earth. It is used in the movies only. Who can perform it: Artificial Human 13 (Learning time: 2 weeks)
Energy Absorption: An attack used by Artificial Humans in which they grab either their opponent's mouth, or energy attack, (Like the Kame Hame Ha). They then use the red balls on their palms to absorb their opponent's energy. Who can perform it: Artificial Humans 19 and 20 (Learning time: none and must be an android)
Energy Shyutou: An attack where the user forms their energy into a sword around their hand. This attack is only used in the movies. Who can perform it: Sauza (Learning time: 1 day)
Energy Blast: An attack used by Artificial Human 20. He shoots energy out of the red ball in the palm of his hand. Who can perform it: Artificial Human 20 (Learning time: 1 day)
Energy Gun: An attack used by Janenba. He shoots energy balls out of holes in his chest like a machine gun. Who can perform it: Janenba (Learning time: Unknown *Don't think ppl would use this*)
Oozaru: The ability of a Saiya-jin to transform into a giant ape-like creature when they absorb 17,000,000 Brute Waves. While in this state, a Saiyajin power is increased ten times their normal power. Who can perform it: Any Saiyajin with a tail. (Learning time: none and only Saiyajin or Half breeds can do this)
Kai Kai: The ability to teleport from planet to planet. Unlike Gokuu's teleportation, the user does not need to lock onto any specific ki energy.Who can perform it: Kibito and Kaioushin (Learning time: 12 weeks)
Kaiten Kougeki "Revolving Attack": One of the many, "one-timer", attacks used during the 21st Tenkaichi Budoukai. The user spins around furiously and can't be touched. The downside is, when the user stops revolving, they're incredibly dizzy and pass out. Who can perform it: Son Gokuu (Learning time: 1 day)
Kaifuku no Jyustsu "Healing Technique": Fat Buu's ability to completely heal people who are near death with his forelock. Who can perform it: Fat Buu (Learning time: 2 week)
Kaifuku Power "Healing Power": The ability to completely heal people near death with hands. Who can perform it: Kibito and Dende (Learning time: 2 weeks)
Kaen Houshya: A blast of fire shot from a mechanical cannon. Who can perform it: Pilaf Robot 3 (Learning time: none and you have to be an android)
Kakuremi no Jyustu: A ninja technique in which the user hides under a fake rock. Who can perform it: Murasaki (Learning time: 1 day)
Kaata Nage "Cutter Throw": An attack Chi-chi used when she was little. As a child, she wore a helmet with a blade on top. She could throw the blade at any object she wanted. She beheaded a dinosaur with this attack. Who can perform it: Chichi (Learning time: 2 days)
Gatai Kousen: Gokuu and Pikkoro's double assault on Garlic Junior. Used only in the movie. Who can perform it: Son Gokuu and Pikkoro (Learning time: none)
Kanashibari no Jyutsu: A technique used to completely stop a person from moving using psychic powers. The only downside is, if the user gets distracted, they can't keep control of the victim. Who can perform it: Jackie Chun, Blue Shogun, Chaozu, Gurudo and Kaioushin (Learning time: 3 weeks)
Kamino Bashi Waza: Same sort of technique used by one of Garlic Junior's henchmen. I'm not sure what it is. Who can perform it: Cashew (Learning time: 3 days)
Kame Kame Ha: Goten's version of the Kame Hame Ha. It's the same exact thing, he just messed up the name since he's only a little kid. Who can perform it: Son Goten (Learning time: 2 weeks)
Kame Hame Ha "Turtle Destruction Blast": Dragon Ball's signature attack. The user gathers energy between the palms of their hands and then releases it. The technique was invented by Kame Sennin, and it took him 50 years to perfect it. It was performed by Gokuu after only having seen the move done once. The name Kame Hame Ha was thought up by Akira Toriyama's wife. In an interview, Akira said, "I told my wife I just couldn't think of a name for the attack. Then she said", "How about Kame Hame Ha?". Who can perform it: Son Gokuu, Muten Roshi, Grandpa Gohan, Jackie Chun, Kuririn, Yamucha, Son Gohan, Seru, Tenshinhan, Majin Buu. (Learning time: 2 weeks)
Ashi kara Kame Hame Ha "From the Feet Kame Hame Ha": A technique used by Gokuu during the 23rd Tenkaichi Budoukai to propel himself at Pikkoro. He needed his hands free, so he fired the blast from his feet. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha)
Kame Hame Ha Gaeshi: Gokuu's ability to use a Kame Hame Ha, to counter another Kame Hame Ha. This was used to block Jackie Chun's Kame Hame Ha at the 21st Tenkaichi Budoukai. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha)
Hana Gaeshi Kame Ha: Tenshinhan's ability to block a Kame Hame Ha by putting his hands together in front of his chest. Who can perform it: Tenshinhan (Learning time: 4 days)
Kame Hame Ha Max Power: Jackie Chun's strongest Kame Hame Ha that he used to blow up the moon. Who can perform it: Jackie Chun (Learning time: none, so long as you know the Kamehameha)
Shunkan Idou Kame Hame Ha "Teleportation Kame Hame Ha": An ingenious conjunction of two moves formulated by Gokuu. He stands in front of the opponent, gathers the energy for the Kame Hame Ha, then teleports behind them and fires the blast. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha and the Teleport)
Chou Kame Hame Ha "Ultimate Kame Hame Ha": A very powerful Kame Hame Ha used against Pikkoro in the 23rd Tenkaichi Budoukai. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha)
Waiting Kame Hame Ha: A type of Kame Hame Ha where Gokuu waits for his opponent to attack him, then lets the blast loose. He only uses it once against Furiiza. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha)
Magaru Kame Hame Ha "Turn Around Kame Hame Ha": A type of Kame Hame Ha that seems to miss the opponent, but then turns around and hits them in the back. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha)
Renzokou Kame Hame Ha "Continuous Kame Hame Ha": A training technique Gokuu uses only once while training in the Capsule Corp. Gravity Ship. He fires several Kame Hame Ha's which circle towards him and then he tries to block them. Who can perform it: Son Gokuu (Learning time: none, so long as you know the Kamehameha)
Kasada o Fuku Ramatsu: A technique used only in the anime during the Annoyoichi Budoukai. The user blows their body up to tremendous proportions to push their opponent out of the ring. Who can perform it: Frog (Learning time: 1 day)
Ki Ai: An attack that shoots a wave of ki at an opponent when the user screams. Who can perform it: Uubu (Learning time: 1 day)
Ki Aigan: An attack that shoots a wave of ki at an opponent by looking at them. Who can perform it: Kaioushin and Fat Buu (Learning time: 1 day)
Ki Akeshi: A technique used to block small energy attacks by screaming. Who can perform it: Tenshinhan and Son Gokuu (Learning time: 1 day)
Kienzan: A swirling disc of energy that looks and sounds like a buzz saw. It can cut through ALMOST anything. Who can perform it: Kuririn and Seru (Learning time: 1 week)
Tsuibi Kienzan: Similar to the Kienzan in appearance, but much more deadly since it follows its target through anything until it hits it. Who can perform it: Furiiza (Learning time: 1 week)
Renzokou Kienzan: Multiple Kienzan's fired all at once. Who can perform it: Kuririn (Learning time: 1 week)
Kikou Ha: Standard energy wave blasts. They aren't particularly strong and are just used as defensive moves or as distractions Who can perform it: Son Gokuu, Son Gohan, Bejiita, Torankusu, Artificial Human 17, Artificial Human 18, Pikkoro, Kuririn, Radittsu, Ginyuu, Seru, Majin Buu and many others. (Learning time: 1 day)
Kakusan Kikou Ha: A very slow-moving ball of energy that can break into several parts and hits numerous targets. Who can perform it: Kuririn (Learning time: 1 week)
Kakusan Yuudou Kikou Ha: This is one of Pikkoro's coolest attacks. He sends hundreds of energy balls into the air and surrounds his opponent with them. The energy balls hang in mid-air for a second, and then he lets fly. He forces all of the energy balls to converge on his victim at once causing a large explosion. Who can perform it: Pikkoro (Learning time: 2 weeks)
Kochi kara Kikou Ha: A blast energy shot from the mouth. Who can perform it: Pikkoro Daimaou, Pikkoro, Son Gokuu (Oozaru), Gotenks, Son Gohan (Oozaru) and Fat Buu (Learning time: 1 week)
Koukyuu Gata Kikou Ha: A very powerful blast of energy in the form of a ball. Who can perform it: Fat Buu (Learning time: 2 weeks)
Double Kikou Ha: A double blast of energy from both of the assailant's hands. Who can perform it: Radittsu
Tsuibi Kikou Ha: A blast of energy that follows the user's opponent wherever they go. Who can perform it: Pikkoro and Kuririn (Learning time: 3 days)
Yubisaki kara no Kikou Ha: A single blast of energy shot from the fingertips. Who can perform it: Seru, Kami, Pikkoro Daimaou, Pikkoro, Furiiza, Bejiita, Muuri, Artificial Human 18 and many others. (Learning time: 2 days)
Renzokou Kikou Ha: Continuous blasts of ki shot from the hands. Who can perform it: Kyui, Son Gohan, Son Goten, Seru, Dodoria, Bejiita, Pikkoro, Bejitto, Majin Buu and Rikuum (Learning time: 1 day)
Kikouhou: Tenshinhan's signature attack. He targets his opponent in a triangle formed by his hands. He then shoots a fantastical. Who can perform it: Tenshinhan (Learning time: 2 week)
Kakusan Energy Dan: Torankusu shoots several energy bolts at once. Who can perform it: Chibi Torankusu and Mirai Torankusu (Learning time: 1 day)
Kikoha: After gathering energy behind his back with both hands, Torankusu brings them forward and shoots a large blast. Who can perform it: Chibi Torankusu (Learning time: 2 weeks)
Kiaiho: Just like the finish buster [this is done by Chibi Torankusu] Torankusu gathers an energy ball behind his head and throws it. Who can perform it: Chibi Torankusu and Mirai Torankusu (Learning time: 2 weeks)
Burning Attack: Mirai Torankusu's trademark ki attack, this is a powerful energy blast shot from both hands. Torankusu holds both hands forward, does some strange arm moves, and then puts both hands forward again, index fingers and thumbs touching. Then he releases the blast. Who can perform it: Mirai Torankusu (Learning time: 2 weeks)
Finish Buster: Torankusu gathers a huge energy ball behind his head, then throws it at his enemy. Who can perform it: Mirai Torankusu (Learning time: 2 weeks)
Time Freeze: A technique known to be used only by Gurudo, one of the Ginyu Force. He can literally freeze time, and uses this time to attack or surprise his opponent. Who can perform it: Gurudo
Bakuhatsu Ha: This blast destroys what ever is around him. By raising two fingers, the user of this attack can create a large explosion that will totally destroy the surrounding area or the ground under an opponent. Who can perform it: Bejiita and Nappa (Learning time: 1 week)
Double Tsuihikidan: This is a move that Kuririn developed for use during the 23rd Tenkaichi-Budoukai. He shoots a Kamehameha-like blast from each hand, then can guide the blasts toward his enemy. Who can perform it: Kuririn (Learning time: 2 weeks)
Kakusan: It looks like a Kamehameha attack but before it hits his enemy Kuririn curves it upward and it splits into about 5 - 6 smaller energy blast before it come down and hits its opponent. Who can perform it: Kuririn (Learning time: 2 weeks)
Bukuujutsu: "No Air" This is name of the technique used when people fly around. Who can perform it: Most if not all DBZ/DBGT Charactors (Learning time: 2 days)
Big Bang Attack: One of the first techniques Bejiita developed as Super Saiyajin, the Big Bang attack is a huge ki bolt of incredible destructive power. Bejiita holds one flat palm forward towards his enemy and launches the bolt. The attack that took out Artificial Human #19. Who can perform it: Bejiita (Learning time: 2 weeks)
Fusion: A process that allows two people to become one, creating a very strong being. It's not a permanent condition. It requires that the two be of near-equal power, and that they both have a certain amount of prepping. Includes having to go through a stupid-looking set of dance steps. Who can perform it: Son Gokuu and Bejiita to make Gojiita and Chibi Torankusu and Son Goten to make Gotenkusu (Learning time: 2 days)
Makankousappou (Special-Beam Cannon): Pikkoro's screw blast. Actually two separate blasts, one being the straight-shooting beam, and the other coils around that. Very powerful, but requires some time to build up the energy first. "Screw attack of the Devil". Who can perform it: Pikkoro (Learning time: 2 weeks)
Masenko: This is Son Gohan's trademark energy blast, and is fairly powerful. Son Gohan powers up a blast over his head with both his hands, one palm behind the other, then brings his hands down in front of him to fire the blast. Son Gohan used this blast fairly often during the second series, especially during the Furiiza saga. Who can perform it: Son Gohan, Pikkoro, Torankusu (both) (Learning time: 2 weeks)
Sansouken: A fake, where the attacker moves so fast that an after-image is left behind. Son Gokuu has been able to leave three images of himself. Who can perform it: Pikkoro and Son Gokuu (Learning time: 2 day)
Super Ghost Kamikaze Attack: Gotenkusu (Son Goten and Chibi Torankusu fused together) spits out a ghost of himself. The ghosts explode on impact, which can then do damage and drain your energy. Who can perform it: Gotenkusu (Learning time: 1 day)
Energy Ha: Son Gokuu can shoot a fast powerful beam of energy much like his Kamehameha attack but from both hands. Good when enemies are on either side of you. Who can perform it: Son Gokuu (Learning time: 3 days)
Hasshuken: Inspired by Tenshinhan's Shiyoken, and Chapa-o's move of the same name, Son Gokuu moves his arms fast enough so there are like eight, and he attacks with all eight at once. Who can perform it: Son Gokuu (Learning time: 1 day)
Bunkai Teleportation: Janemba's unique way of changing locations, also known as the "Cube Fade." This teleportation differs from Kai Kai and Shunkan Idou in that Janemba shifts between dimensions rather than manipulating time. Who can perform it: Janemba (Learning time: 4 weeks)
Final Flash: An ability unique to Bejiita, it is quite similar to the Kame Hame Ha (although taking much longer to charge and causing more damage over a larger area). It is somewhat slow-moving, but one of the most powerful attacks in the series. (Learning time: 3 weeks)
